According to Sky Sports, the Blues are leading the race to sign the former Fluminense graduate and they have already held talks with his representative.
It is added that they are prepared to hand a one-year contract to the 35-year-old with the option for another 12 months, should he make a good impression.
Silva has yet to make a decision over his future and he recently declined suggestions that he has agreed to join Fiorentina in the Serie A.
The veteran wants to represent Brazil at the 2022 World Cup and he will want the guarantee of a starting spot at Stamford Bridge next season.
