Blaugrana boss Ronald Koeman is keen on a reunion with the Dutchman, having previously managed him with the national team.
However, the hierarchy have second thoughts over the move after the signing of Miralem Pjanic last summer, who has failed to make a mark.
The club are said to prefer young players over experience going forward, and are mulling over the promotion of Barcelona B’s Ilaix Moriba.
